Students who should complete the Veterans Basic Data Sheet include:
Veterans using: Chapter 33 – Post-9/11 GI Bill®
- Chapter 31 – Veterans Readiness & Employment (VR&E)
- Chapter 30 – Montgomery GI Bill®
- Chapter 1606 – Montgomery GI Bill® Selected Reserve
Dependents and spouses using: Chapter 35 – Survivors' and Dependents' Educational Assistance (DEA)
- Transferred Chapter 33 (Post-9/11 GI Bill®) benefits
- Fry Scholarship recipients

Students who qualify
A student may qualify if they fall into one of these three categories:
- Active Duty Using Military Tuition Assistance (TA)
You qualify if you:

- Are currently serving on Active Duty (any U.S. military branch),
- Are using Military Tuition Assistance (TA) to pay for school.
Required documentation:

- Proof of Active Duty status (orders, ERD/ORD/Career Record, etc.)
- Copy of your Tuition Assistance Authorization.
- Students Using the Post-9/11 GI Bill at Less Than 100%
You qualify if you:

- Are a veteran or active-duty service member using the Post-9/11 GI Bill (Chapter 33),
- Have less than 100% eligibility (for example, 40%, 50%, 60%, 70%, 80%, or 90%).
This is important because:

- Students at 100% Post-9/11 eligibility already have mandatory fees paid by the VA as part of their education benefits.
- Students with less than 100% eligibility must pay the remaining percentage themselves. This waiver helps eliminate many of those remaining mandatory fees.
Required documentation:

- Certificate of Eligibility (COE)
- Proof of military status (if currently serving).
- Active Duty, Reserve, or Georgia National Guard Students Paying Out of Pocket
You qualify if you:

- Are currently serving on Active Duty, in the Reserves, or in the Georgia National Guard, and
- Are not using Tuition Assistance or VA education benefits, meaning you are paying your tuition yourself.
Required documentation:

- Proof of military status
- Current Schedule Fee Statement showing you are responsible for the charges.
Who does NOT qualify?
Generally, this waiver is not intended for:
- Students receiving 100% Post-9/11 GI Bill benefits (because VA already pays tuition and mandatory fees).
- Students using Chapter 31 Veteran Readiness & Employment (VR&E), whose tuition and fees are typically covered by the VA.
- Students who do not meet one of the three eligibility categories listed above.
What does the waiver cover?
The waiver covers mandatory university fees, but does not cover the Special Institutional Fee. Students remain responsible for:
- Tuition (unless paid by another benefit)
- The Special Institutional Fee
- Housing
- Meal plans
- Books and supplies
- Other non-covered charges
Clayton State University Application for Out of State Tuition Deferential Waiver Recently Separated Military Personnel Waiver
Under USG Board of Regents Policy 7.3.4.1, the Recently Separated Military Personnel Waiver is available to non-Georgia residents who meet one of the following criteria:
- Separated from active military service within the last 36 months
- Enrolled in a USG institution.
- Demonstrate an intent to become a Georgia resident (domiciliary).
- This waiver may also be granted to the service member's spouse and dependent children.
- Separated from active military service within the last 120 months (10 years)
- The student is either:
- the separated service member, or
- using transferred VA education benefits from that service member.
- The student is either:
- The student must be physically residing in Georgia while attending school.
- Individuals covered under 38 U.S.C. § 3679(c) This federal provision generally covers veterans, eligible dependents using transferred GI Bill benefits, eligible VR&E participants, and certain other VA education beneficiaries attending a public institution while living in the state where the institution is located.
